STUDENT TRANSFER INFORMATION
We appreciate your interest in Sapulpa Public Schools, where we provide a premier learning experience for all students and promote a safe and secure learning environment. Each day, Sapulpa Public Schools works to inspire students and ignite excitement about learning through educational innovation and a caring academic environment.
We do our best to welcome additional students to our district whenever possible. Sapulpa Public Schools makes decisions about student transfers in accordance with district policy and state law. SPS will begin accepting transfer applications for the next academic school year on the first Monday in June.

To have a student considered for a transfer, the parent/guardian must complete the following steps:
1. Complete the required state Department of Education form to apply for a transfer, either online or print (one form per child):

*You will need your child's state testing number (STN) to complete the form. It is provided by your child's school and starts with 1-0-0.
2. Complete the required district application form (one form per child) available at the SPS Enrollment Center.
3. Complete the required district Transfer Student Consent to Cancellation of Transfer form available at the Enrollment Center.
*This form is required and used if a student receives a transfer then fails to comply with a) district rules and regulations and/or b) fails to meet financial obligations owed to the district, such as payment for lunches or lost/damaged district property.
4. Return the completed forms in person at our Enrollment Center located at:

• If you need access to technology to print or complete the forms, you may visit the Sapulpa Public Library. Paper copies of the forms are available at our Enrollment Center located inside the Washington Administrative Center at 511 E. Lee Avenue.
When will I know if my child's transfer request has been approved?
• Decisions about transfers for the next academic year will be made after the July 1 capacity determination. We will contact parents/guardians directly about the approval status of their child’s transfer.
• New transfers are accepted on a first-come, first-served basis. Students who attended the district on a transfer during the previous school year will be automatically accepted pending approval from the district. The law gives preference to children of active-duty military personnel and those whose parent is a teacher in the district.
Are there limitations to the number of school transfers that can be approved?
• For the district to accept a transfer, enrollment in the grade the parent/guardian requests must be under the district-established capacity. The district’s capacity and vacancy numbers for each grade and school are listed below.
*Capacity will be updated quarterly.
How does Sapulpa Public Schools calculate a school's capacity?
The following formulas are used to calculate each school's grade level capacity:
PreK - K (elementary):
• By site, the number of teachers per grade level x 20 students
3rd - 5th grades (elementary):
• By site, the number of teachers per grade level x 24 students
6th-7th Grades (middle school):
• By site, the number of English Language Arts Teachers per grade level x 140 students
8th-12th Grades (junior high and high school):
• By site, the number of English Language Arts Teachers per grade level x 140 students
Why might a transfer be denied?
• Transfers may be denied based on capacity, attendance and discipline issues.
• Discipline issues could include but are not limited to:
•
Violation of a school regulation;
•
Possession of a weapon or dangerous substance while on school property or at a school event, or within 2,000 feet of public school property;
•
Possession of an intoxicating beverage or missing/stolen property belonging to the school
• Failure to complete the transfer application forms or provide the district with sufficient educational records and the detail of the grades/courses/programs in which the student desires to enroll.
What other requirements are necessary?
•
Transfers for siblings must be considered separately and separate forms must be completed.
• Transfer students must abide by
OSSAA eligibility requirements
for OSSAA-sanctioned activities.
• The district will not accept or deny a transfer based upon the student's race, color, sex, ethnicity, national origin, gender, gender identity, religion, disability, veteran status, sexual orientation, income level, proficiency in the English language, measure of achievement, aptitude or athletic ability.
• State law limits the student transfers to no more than two (2) times per school year to one or more school districts in which the student does not reside. Exceptions to this limit will exist for students in foster care or those who have a parent on full-time active military duty.
What if a transfer request is denied?
• If the grade a student requests is over capacity, he/she will be offered the opportunity to be placed on a waiting list.
• Transfer decisions may be appealed within ten (10) days of notification of denial.
• Appeals must be made to the board of education.
• The board of education shall consider the appeal at its next regularly scheduled board meeting if notice is provided prior to the statutory deadline for posting the agenda for the meeting. If notice is after the deadline for posting, the board shall consider the appeal at a special meeting.
• The board will ensure policy was followed with regard to denial of the transfer.
• If the board votes to uphold the denial of the transfer, the parent/guardian may appeal the denial within ten (10) days of the notification of appeal denial.
